Arch. Sergio Cerreti, Coordinator of the RESTAURO Project, introduces the working session, presenting the Matera Meeting as the joint between the already completed network activities and the final sintesis of the Project.

Moreover the Coordinator remembers to the partners the general deadlines for the conclusion of the Project:

• Within the 15^th of December 2000 the RESTAURO scientific activities have to be completed and the Final Report has to be prepared.
• Within the 30^th of June 2001 the RESTAURO administrative activities have to be completed and the Final Financial Report has to be prepared.

Arch. Sergio Cerreti introduces the topic and presents the draft index.

The Final Report will include:

• Task 4 Final Report
• The four Protocols
• Evaluation

Arch. Tommaso Muccini, from the Office for the Historic Center of the Municipality of Florence, presents the Final Report for the project activities related to Task 1, 2 and 3.

The Report is made up of a general report and a series of forms, one for each partner, where the Task Leader points out the added value produced by partners.

Task 1 activities enhanced in particular problems related to accessibility and mobility in the Historic Centers

The Task 2 topic relative to Knoledge and related innovative instruments, like for example GIS, particularly involved and interested partners.

In the ambit of Task 3 activities, partners faced two different aspects, from one side the use of technologies for energy saving and for the utilisation of renewable energy sources in the historic centers, from the other side the technologies for restoration of historic buildings and training of skilled workers.

Mr René Guerin, from the Ecole d'Avignon presents the analisys and the sintesys of Task 4 network activities.

The most important point faced by partners’ Pilot Project is the maintenence of the historic centers’ role in the ambit of the whole city. Solutions developped by partners have at the basis two commun objectives, to guarantee the social equity and to improve the environmental quality.

A commun trend is in the attempt to revive the historic cities by means of turism and culture, promoting the exploitation of urban heritage and improving the accessibility.

Other themes are the safeguard of environmental and urban green areas, the realisation of GIS, the economical developpement based on cultural heritage, the balance between city and territory, the integrated management.

Arch. Sergio Cerreti presents the structure and the objectives of the document that will be a sintetical analisys about the most important elements coming out from both commun analitical activities and Pilot Projects.

This document wants to point out the most innovative experiences, ideas, solutions and instruments set up by partners in the ambit the protocols' topics: Knowledge, Functions, Technologies, Pubblic-Private Partnership.

The report will be joined by a series of formats able to summarize strategy, innovation and intelligence expressed by partners' activities, the idea is to point up the most interesting developped solutions in order to disseminate them among the operators interested to the regeneration and safeguard of historic centers

The remarkable elements, pointed out by this document, have to be intended as the final result of network activities but, at the same time, as the starting point for new collaborative experiences, for example in the ambit the new European Programme Interreg IIIB

This document will be also the place where to put in evidence both the limits of the RESTAURO Project and, by means of sollecitations and provocations, the new ideas for the prosecution of the network activity

Among the limits of the project, the Coordinator remembers:

• the lack of horizontal comunication and network planning;
• the non done comparison among the different legal and normative systems and the various utilized instruments.

The language to be utilized for the Final Report is to be decided by partners

Intervention of Mr. Sacco Casamassima, Councillor of the Municipality of Matera and responsible of Sassi district.

Arch. Sergio Cerreti presents the work programme of the day.

Arch. Giorgio Risicaris presents the general state of accomplishment of the RESTAURO Project:

• Scientific work and network activities are to be considered completed apart from some finetunings.
• The Coordinator and the Task Leaders have to complete the first draft of Final Report that will be presented to the partners, during the next meeting in Retymnon (Greece). The Coordinator is working in order to prepare the Final Report Draft, but he needs some integrations and specifications from partners, as requested yesterday by arch. Tommaso Muccini and by arch. Sergio Cerreti. Task Leaders and partners have now to help the Coordinator to complete the Final Report
• The Coordinator together with the Task Leader 6 have to do the ex-post evaluation of the Project, according to criteria and indicators set up. The suggestion is both to prepare more clear and precise questions and to achive a better organization of the questionnaire, dividing questions in two different groups respectively addressed to the partners and to the Task Leaders.

The representative of the city of Xanthi, presents the proposal of indicators for the ex-post evaluation of the RESTAURO Project, prepared by Mrs Julie Moraitou (see the presented document)

The following discussion, among partners, about the presented proposal, pointed up:

• The opportunity to support the proposed evaluation, essentially quantitative, with a questionnaire or a debate able to analyse also the quality expressed by the Project.
• The importance of the evaluation phase, that not requested by the Interreg IIC Programme, is an added value of the Project and advances the new european programme (2000-2206) where the evaluation will be an integral part of future Projects.
• The evaluation will analyse the Project on the whole but it will not consider the scientific quality of Pilot Projects.
• The evaluation of the Project is an integral part of Final Report and for this reason it has to be completed within the 15^th of December 2000.
• The objectivity of the evaluation will be guaranteed by the supervision of Management Committee and by the approval of partners.

Arch. Sergio Cerreti presents the Interreg III Programme and introduces Mr. Francesco Gaeta, resposible for the Interreg Programme on behalf of the Italian Pubblic Work Ministry

Till this moment the developped initiative around the new Programme are the following:

• The Mayor of Florence sent a letter to fifty Mediterranean cities, belonging to Med Occ and Meda areas, inviting them to take part in a new RESTAURO Project
• Toscana Region wants to throw the initiative of Florence again and for this reason the Regional President will send, in a few days, an invitation letter to all the Mediterranean Regions interested by the Interreg IIIB Programme

Mr. Francesco Gaeta resposible for the Interreg Programme on behalf of the Italian Pubblic Work Ministry illustrates:

• the general structure of the new Programme;
• the iter and the related timing to achieve the final Commission's approval of the Programme;
• the tasks and the composition of the new Management Structures of the Programme;
• the italian budget and its articulation into european funds (50%), national funds (50%) and regional funds (10%);
• the debate about the collocation of the new RESTAURO Project in the ambit of Axes and Measures foreseen by the first draft of the Med Occ Programme and its final placing in the Axis Urban Sistems and Cities' Networks

Suggestions about the new RESTAURO Project:

• For the Interreg IIIB Projects is requested a quality improvement, they have to be more ambitious and concrete
• The new Interreg Projects have to be bottom up Projects, actually shared by partners. For this reason the new partnership have to be created during the phase of project programming
• The foreseen actions by Projects have to guarantee cocrete results
• RESTAURO II has to be based on the results of RESTAURO I and on its strong and large partnership, moreover it has to be clear that to finance a second project means to complete and to increase the value of the first one.
• In the ambit of Med Occ Programme, Projects about cultural heritage, are the only Projects able to involve all the entitled country.

Discussion, among partners, about the collocation of the RESTAURO Project in the ambit of Axes and Measures foreseen by the first draft of the Med Occ Programme

In consideration of both guidelines of Interreg III Programme and the debate developped around SDEC, arch. Giorgio Risicaris suggests to consider the Interregional Network Planning as the main objective of the new RESTAURO II Project and to organize a videoconference network, involving all Project's partners, in order to strengthen their capacity to communicate

Arch Eugenio Maccagnani suggests to organize in the ambit of the new RESTAURO II Project an Urban Observatory Network finalized to a deeper knowledge about the mediterranean historic centers and the current changes.

Following the request of arch. Sergio Cerreti, Mr. Francesco Gaeta explains both criteria and timing, fixed by the italian Pubblic Works Ministry, for the payment of the european funding. These informations are related only to the italian partners becouse of in the ambit of Interreg IIC Programme each entitled country, is responsible for his own budget.

Payment timing:

• First payment, corresponding to the 40% of the whole funding, was payed immediately after the Project approval.
• Second payment, corresponding to the 40% of the whole funding is to be payed when the carried out expenditures reach the 50% of first payment
• Third part, corresponding to the 20% of the whole funding is to be payed in full, when the accounts are sure and the expenditures are done.

Arch. Giorgio Risicaris resumes the Final Report structure, already illustrated by arch. Sergio Cerreti. The Final Draft Report has to be presented to the partners during the Meeting in Retymnon in order to be set up and approved. The final version will be prepared both on paper and CD Rom

Partners approves:

• Final Report structure and index, presented by the Coordinator
• Task 1,Task 2 and Task 3, Final Report Presented by the city of Florence
• Task 4 Final Report, presented by PACA Region
• The criteria for the realisation of the Four Protocols presented by the Coordinator

The next and last Working Meeting will take place in Retymnon (Greece), the 9^th of November 2000. During the Meeting partners have to discuss and finally to approve all the draft documents that will be enclosed in the Final Report including the first results of the evaluation process that has be completed within the 15^th of December 2000

In order to achieve these objectives, all partners have to:

• verify the correspondence beetween the Task 4 documents, prepared by Toscana Region and by PACA Region, and the urban strategies really operating on the field;
• send on Coordinator's application, integrations and specifications about delivered documentation;
• compile a format illustrating the situation of Pilot Project in relation to fixed objectives and pointing up integrations or variations occurred during the developpement of the Project.

• Within the 30^th of September 2000 the Coordinator have to send to the partners, the format for the analysis of Pilot Projects, prepared on the basis of Guidelines and Protocols.
• Within the 10^th October 2000 partners have to send back to the Coordinator the compiled format;
• Within the 30^th October 2000 the Coordinator together with the Task Leader 4 have to set up the final version of documents and to send it to the partners;
• During the Retymnon Meeting (9/10/11 November 2000) documents have to be discussed and approved by partners' assembly.

In order to set up and complete both task 4 documents and Protocols, would be suitable, before the Retymnon meeting, to organize a meeting beetween the Coordinator and the Ecole d'Avignon.

Only some cities of the RESTAURO network had the opportunity to give hospitality to a Project initiative and for this reason, within the 15^th december 2000, the Coordinator wants to give the opportunity, to the remaining cities, to activate a local presentation and discussion about project activities and results.

The interested cities are:

• Cagliari, Cosenza, Palermo and Perugia (Italy);
• Xanthi and Rodi (Greece);
• Alicante, Valencia and Siviglia per la (Spain).

In cosideration of next activities and timing the foreseen comparison among administrative, giuridical and finantial context in the ambit of which partners have to operate, will be for the moment postponed and included among the objectives of future collaboration in the ambit of Interreg III Programme.

• Within the 30^th of September 2000, on the basis of delivered suggestions, the Task Leader 6 has to modify the questionnaire and, subject to a Management Committee examination, has to send it to the partners;
• Within the 20^th October 2000 partners has to compile the questionnaire and to send it back to the Task Leader;
• During the Retymnon Meeting (9/10/11 November 2000) will be presented and discussed the first results of the evaluation.

The Coordinator is evaluating the opportunity to organize, after the Meeting in Retymnon, two further Meetings:

• Meeting for the launching of a new RESTAURO Project. The meeting will take place in Florence in the middle of December 2001, it will be finalized to focusing lines of approach and strategies of the new Project
• Meeting for the official presentation of Project's results. The meeting will take place in Florence in the middle of June 2001 and will be finalized to a larger dissemination of RESTAURO activities and results.

Arch. Eugenio Maccagnani explains that the agenda, of the overmentioned Meeting for the launching of a new RESTAURO Project, is ready and at the moment the Municipality of Florence is looking for the necessary funds.

Partners approve both Task 4 timing and Task 6 timing

Arch. Giorgio Risicaris, suggests to think over the Meeting in Retymnon, the last one of the Scientific Project, like a special event. Would be suitable to invite officially the responsible for Interreg Programme on behalf of the Greek National Economy Ministry and to involve in the organisation of the Meeting the pubblic administrator of the city of Canea, close to Retymnon and partner of the Project. Moreover he suggests to spread the plenary session activities on the three available mornings (9.00 - 14.00) and to use the hours in the afternoon for ateliers, workshops, or informal meetings, during which to discuss and to go into various arguments.

The city of Retymnon intends to organize an exhibition about Pilot Projects.

In the ambit of the exhibition every partner can show two posters, the dimensions of which will be indicated by the organizators of the Meeting and will be sent to the partners together with the Meeting Agenda

Arch. Giorgio Risicaris, sollecitates the defaulting partners to send the materials, already requested during the Avignon Meeting, necessary to realize the foreseen RESTAURO Brochure.

The Municipality of Florence together with the Toscana Region, set up the first working hypothesis for the prosecution of the Project, on the basis of which partners can build the RESTAURO II Project.

Under the suggestion of arch. Giorgio Risicaris, and considering the directions given by Mr. Francesco Gaeta, partners decide to create a transnational team entrusted to set up the RESTAURO II Project in the ambit of Interreg IIIB Programme. This team has to be small, flexible, able to take on quickly decisions.

The transnational team, composed by a representative from each country partecipating to the RESTAURO Project and coordinated by the Toscana Region, will have the following structure:
