Arch. Sergio Cerreti, Coordinator of the RESTAURO Project, introduces the working session, presenting the Matera Meeting as the joint between the already completed network activities and the final sintesis of the Project.

Moreover the Coordinator remembers to the partners the general deadlines for the conclusion of the Project:

Final Report: structure, index and enclosed documents

Arch. Sergio Cerreti introduces the topic and presents the draft index.

The Final Report will include:

Task 1, Task 2 and Task 3 Final Report - Task Leader: Municipality of Florence

Arch. Tommaso Muccini, from the Office for the Historic Center of the Municipality of Florence, presents the Final Report for the project activities related to Task 1, 2 and 3.

The Report is made up of a general report and a series of forms, one for each partner, where the Task Leader points out the added value produced by partners.

Task 1 activities enhanced in particular problems related to accessibility and mobility in the Historic Centers

The Task 2 topic relative to Knoledge and related innovative instruments, like for example GIS, particularly involved and interested partners.

In the ambit of Task 3 activities, partners faced two different aspects, from one side the use of technologies for energy saving and for the utilisation of renewable energy sources in the historic centers, from the other side the technologies for restoration of historic buildings and training of skilled workers.

Task 4 Final Report - Task Leader: Region PACA, Ecole d'Avignon

Mr René Guerin, from the Ecole d'Avignon presents the analisys and the sintesys of Task 4 network activities.

The most important point faced by partners’ Pilot Project is the maintenence of the historic centers’ role in the ambit of the whole city. Solutions developped by partners have at the basis two commun objectives, to guarantee the social equity and to improve the environmental quality.

A commun trend is in the attempt to revive the historic cities by means of turism and culture, promoting the exploitation of urban heritage and improving the accessibility.

Other themes are the safeguard of environmental and urban green areas, the realisation of GIS, the economical developpement based on cultural heritage, the balance between city and territory, the integrated management.

The four Protocols - Responsible: Regione Toscana

Arch. Sergio Cerreti presents the structure and the objectives of the document that will be a sintetical analisys about the most important elements coming out from both commun analitical activities and Pilot Projects.

This document wants to point out the most innovative experiences, ideas, solutions and instruments set up by partners in the ambit the protocols' topics: Knowledge, Functions, Technologies, Pubblic-Private Partnership.

The report will be joined by a series of formats able to summarize strategy, innovation and intelligence expressed by partners' activities, the idea is to point up the most interesting developped solutions in order to disseminate them among the operators interested to the regeneration and safeguard of historic centers

The remarkable elements, pointed out by this document, have to be intended as the final result of network activities but, at the same time, as the starting point for new collaborative experiences, for example in the ambit the new European Programme Interreg IIIB

This document will be also the place where to put in evidence both the limits of the RESTAURO Project and, by means of sollecitations and provocations, the new ideas for the prosecution of the network activity

Suggestions about the new RESTAURO Project:

Discussion, among partners, about the collocation of the RESTAURO Project in the ambit of Axes and Measures foreseen by the first draft of the Med Occ Programme

In consideration of both guidelines of Interreg III Programme and the debate developped around SDEC, arch. Giorgio Risicaris suggests to consider the Interregional Network Planning as the main objective of the new RESTAURO II Project and to organize a videoconference network, involving all Project's partners, in order to strengthen their capacity to communicate

Arch Eugenio Maccagnani suggests to organize in the ambit of the new RESTAURO II Project an Urban Observatory Network finalized to a deeper knowledge about the mediterranean historic centers and the current changes.

Administrative and finantial items

Following the request of arch. Sergio Cerreti, Mr. Francesco Gaeta explains both criteria and timing, fixed by the italian Pubblic Works Ministry, for the payment of the european funding. These informations are related only to the italian partners becouse of in the ambit of Interreg IIC Programme each entitled country, is responsible for his own budget.

Final Report: structure, index and enclosed documents

Arch. Giorgio Risicaris resumes the Final Report structure, already illustrated by arch. Sergio Cerreti. The Final Draft Report has to be presented to the partners during the Meeting in Retymnon in order to be set up and approved. The final version will be prepared both on paper and CD Rom

Working lines and timing

The next and last Working Meeting will take place in Retymnon (Greece), the 9th of November 2000. During the Meeting partners have to discuss and finally to approve all the draft documents that will be enclosed in the Final Report including the first results of the evaluation process that has be completed within the 15th of December 2000

In order to achieve these objectives, all partners have to:

Task 4 (Pilot Projects) timing,:

In order to set up and complete both task 4 documents and Protocols, would be suitable, before the Retymnon meeting, to organize a meeting beetween the Coordinator and the Ecole d'Avignon.

Only some cities of the RESTAURO network had the opportunity to give hospitality to a Project initiative and for this reason, within the 15th december 2000, the Coordinator wants to give the opportunity, to the remaining cities, to activate a local presentation and discussion about project activities and results.

The interested cities are:

In cosideration of next activities and timing the foreseen comparison among administrative, giuridical and finantial context in the ambit of which partners have to operate, will be for the moment postponed and included among the objectives of future collaboration in the ambit of Interreg III Programme.

Task 6 (Evaluation) Timing

The Coordinator is evaluating the opportunity to organize, after the Meeting in Retymnon, two further Meetings:

Arch. Eugenio Maccagnani explains that the agenda, of the overmentioned Meeting for the launching of a new RESTAURO Project, is ready and at the moment the Municipality of Florence is looking for the necessary funds.

Partners approve both Task 4 timing and Task 6 timing

Arch. Giorgio Risicaris, suggests to think over the Meeting in Retymnon, the last one of the Scientific Project, like a special event. Would be suitable to invite officially the responsible for Interreg Programme on behalf of the Greek National Economy Ministry and to involve in the organisation of the Meeting the pubblic administrator of the city of Canea, close to Retymnon and partner of the Project. Moreover he suggests to spread the plenary session activities on the three available mornings (9.00 - 14.00) and to use the hours in the afternoon for ateliers, workshops, or informal meetings, during which to discuss and to go into various arguments.

The city of Retymnon intends to organize an exhibition about Pilot Projects.

In the ambit of the exhibition every partner can show two posters, the dimensions of which will be indicated by the organizators of the Meeting and will be sent to the partners together with the Meeting Agenda

Arch. Giorgio Risicaris, sollecitates the defaulting partners to send the materials, already requested during the Avignon Meeting, necessary to realize the foreseen RESTAURO Brochure.

The Municipality of Florence together with the Toscana Region, set up the first working hypothesis for the prosecution of the Project, on the basis of which partners can build the RESTAURO II Project.

Under the suggestion of arch. Giorgio Risicaris, and considering the directions given by Mr. Francesco Gaeta, partners decide to create a transnational team entrusted to set up the RESTAURO II Project in the ambit of Interreg IIIB Programme. This team has to be small, flexible, able to take on quickly decisions.

The transnational team, composed by a representative from each country partecipating to the RESTAURO Project and coordinated by the Toscana Region, will have the following structure:
