REPORT
The Fifth transnational Meeting of the project Restauro, in the framework of the Initiative Interreg IIc, was held in Palma de Mallorca. The previous four meetings took place in Florence the 22-23 February 1999, in Genova the 01-02 July 1999, in Montpellier the 28-29-30.10.1999 and in Avignon the 8-9-10.03.2000.
During this meeting the Task 4, for Pilot Applications work advanced.
This meeting was a fruitfull working session introducing the final stage of the work schedule. The interregional exchange of experiences and networking between partners was practiced through a general Atelier, concerning the Pilot Application work of each partner, and two thematic Ateliers. The next Interreg IIIb Restauro proposal was a principal point of this meeting. The meeting established a timeschedule for the next working periode and further meetings.

Mr. Rafael Vidal Teniente de Alcalde de Urbanismo of the City of Palma welcomes the Restauro partners.

Mr. Sergio Cerreti representative of the Regione Toscana and coordinator of the project introduces the meeting finetuning the agenda.
Mr. Gilles Nourissier Director of the "Ecole dAvignon", Task 4 Leader, presents activities concerning Palma Ateliers.
Projects presented by partners on one hand, include several important items and methods and on the other hand, can be divided in two categories: long term and short term aproaches.
A first general Atelier will run including pilot activities of the partners and two thematic Ateliers on "Strategies and Perspectives on medium and long term" and on " Short term Actions", will include contributions aiming to establish relevant innovative aspects and reproduction possibilities.
Palma is running particular micro-projects with a mixed charactere in short term and long term perspectives that will be directly visited during this meeting.
The Task 4 themes can further be articulated in six different aproaches under the Ateliers items. Each partner can be interested for more than one of the six themes but for the Palma Ateliers are requested specific contributions as follows:

Arles, Aix, Basilicata, Genova.
Theme 2 "Function of Historical Centers in Town Planning": Contributions from
Toscana, Firenze, Béziers.
Theme 3 "General Information Systeme for Town Management services":
Contributions from Rethymnon Valencia.
Atelier B "Short term Actions"
Theme 4 "Supporting residential sector in the Historic Center": Contributions
from Alicante, Perugia.
Theme 5 "Private - Public partenrship": Contributions from Matera, Narbonne.
Theme 6 "Originality of Operational Tools": Contributions from Sardegna,
Palermo, Rhodes.
Mr. Risicaris propose Animateurs and Raporteurs for the Atelier management as follows: Atelier A: Animateur René Guerin, Rapporteur Julie Moraitou. Atelier B: Animateur Gaspar Mayor, Rapporteur Gerard Collin.

Mr. Maccagnani introduces the new Historical Center Bureau of the City of Florence organised thanks also to the Interreg financing and the GIS designed for the historical center of Florence and the historical buildings.
Mr. Maccagnani also present the project for the new Restauro site according to the Avignon decisions.
Mr. Risicaris present the results of the work on the Restauro Logo according to the Avignon decisions. Using the shemes produced from the consultant of Restauro Mr. Gianfranco Cavallieri the partners make a final decision of the Logo with some suggestions. The co-ordinator will send to all partners the final Logo together with prescriptions for using on all Restauro activities and deliverables.
A depliant of Restauro will also be produced and partners have to send to Mr. Risicaris within 15 days the following documents: Photos and drawings, not more than 4, set on cd-Rom in 300dpi resolution; one short caption of text, not more than 5 lines describing essential contents, written on Word saved as RTF; brand of your administration set on cd-Rom in 300 dpi resolution.

Mr. Cerreti reports on the Marseille Interreg III Transnational Seminaire, held on 17-18 April, on the basis of the following documents:
-Comunication of the European Commission to the member states (28.04.2000)
-Speach of the Prefet de Région Paca(17.04.2000)
-Report on the state of the art and perspectives of the project "Restauro"within Interreg IIIb (17.04.2000).
Mr. Risicaris reports on the advancement of the actions of the City of Florence for a new Restauro project. Several invitations to European and Meda historical cities are forwarded from the Mayor of Florence asking for a declaration of intent to work together for an Interreg IIIb project.

This list is not definitive and not limited.
Letters of agreement are now arriving in Florence.
On the basis of this feed-back Florence will ask for further technical inputs on behalf of a draft of the Restauro new project in order to concerte actions.
A kick-off Interreg IIIB - Restauro project meeting will take place in Florence by the end of September 2000. Political representatives from the cities concerned will be invited to participate and the concerted draft of the Restauro project will be exposed

Conclusions
The next Restauro meeting will take place in Matera (I) on the 21-22.09.2000, organised by the Ufficio Sassi of the City of Matera.
A further final meeting of Restauro is foreseen in Rethymnon (GR) on the 09-10-11.11.2000, organised by the City of Rethymnon.
The management Committee will establish a detailed timeschedule of the activities through these two meetings.

The Management Committe elaborates various proposals concerning the work organisation.
Mr. Cerreti points out the need to concentrate lucking contributions for the Ateliers, enrich such experience and arrive to innovative final outputs. Particularly we should try a further approach regarding different local conditions that influence operational possibilities, including an evaluation and comparison work.
Mr. Gilles Nourissier introduces the need to organise contributions of the partners concerning administrative and financial local frameworks. A specific paper proposing such commitment will be send to the MC from Mr. Nourissier.
Mr. Risicaris points out the need to optimise the timeschedule in order to elaborate the final outputs of the project within the deadlines.
Deadlines are agreed with all members of the MC concerning the aim to apply previous decisions of the MC concerning the production of the final draft of the project in coincidence with the Matera meeting and the final deliverable for December 2000, end of the project activities.
Attached you find a comprehensive table with all deadlines agreed (until Matera) as well as further deadlines proposed (until Rathymnon and December 2000).
